In Acrobat, to keep a comment or markup tool selected once you’ve used it, open the Properties bar (Mac: Command-E ; Windows: Ctrl-E), click on one of the tools in the Comment panel, and then check the Keep Tool Selected option in the Properties bar. You’ll need to repeat this for each comment or markup tool that you want to remain selected after you use it.
