The Layers palette in QuarkXPress lets you quickly view just one layer by holding down the Control key on your keyboard while clicking the eyeball next to your preferred layer’s name.
To turn on visibility for all the layers, right-click or Control-click on any layer in the Layers palette, and then from the contextual menu that appears choose Show All Layers.
