Titanium Design has a short, clear explanation of how to easily force an item to overprint what’s beneath it. Check it out here.
As they point out, the trick is to open the Trap Information palette (Window> Trap Information), click on the item you want to define as overprinting, and then make the appropriate changes in the Trap Information palette.
