If you apply a Rule Above or Rule Below a paragraph in QuarkXPress but it doesn’t appear, try adding a return after the paragraph.
Or, to avoid the problem entirely, specify absolute values when defining the rule. For example, use 0.25″ instead of 120% in the Offset field.
