There are two ways to move an item from one layer to another, but one’s a lot easier than the other. Just select the item and then on the Layers palette, click on the tiny dotted square to the right of the current layer’s name and drag it to a new layer.
The second way is mostly helpful when moving items from multiple layers onto one layer. To do that, select the items and then click the Move Item to Layer button at the top of the Layers palette.
In the dialog box that appears, choose your destination layer and click the OK button.
